MPRP Reforms Explained: How Malta Made Its Residency Programme More Flexible and Affordable

How soon can you start living in Malta?

From 2025, you no longer need to wait months for approval before relocating. By paying €15,000 upfront, you’ll receive a renewable one-year residence card almost immediately. This lets you and your family move to Malta right away, even while your full application is still being processed.

Here’s how it works:

• The card is issued after basic background checks.
• If the application is refused, the permit is cancelled within 15 days.
• Families can enrol children in schools, rent housing, and begin living in Malta straight away.

In short, you can begin your new life in Malta within weeks, making this one of the fastest relocation options in Europe. 

How much do you pay now?

The fee structure is simpler and easier to plan for:
• Administration fee: €60,000 in total, split into €15,000 at submission and €45,000 after approval.
• Contribution fee: €37,000 for the whole family, whether buying or renting property.

Previously, buyers paid €30,000 while renters paid €60,000. Now, everyone pays the same €37,000. That means renters enjoy big savings (a €23,000 drop) compared to the old system.

What does this mean for families?

Good news for families: spouses and children under 18 no longer pay any administrative fees when included under the main applicant. Previously, spouse and dependents under the age of 18 were each required to pay €10,000.

For older children (18–29), parents, or grandparents, the fee is 25% less and reduced to €7,500 per adult dependent,  with no extra contributions needed. This makes the MPRP one of the most family-friendly residency programmes in Europe.

Can your property earn you income?

Yes. The reforms give you more freedom with property:

Property owners: You can rent out your home when you’re not in Malta.
Tenants (renting): After five years, you can sublet your property (with landlord permission), including short-term rentals, which are very popular on the island.

So now, instead of being just a requirement, property ownership or rental can become a smart income opportunity.
